The Health and Reentry Project

The Health and Reentry Project (HARP) is an initiative focused on advancing policy and practice to improve lives, health, and safety as people return to communities after incarceration. HARP builds bridges across sectors and stakeholders, advances policies that promote continuity across carceral and community healthcare settings, and supports the acceleration and scaling of innovative approaches to reentry health care.

HARP was formed in 2022 as a partnership of Vikki Wachino, formerly CMS’ Deputy Administrator for Medicaid and CHIP Services; Waxman Strategies, a mission-driven consulting firm founded by former Congressman Henry Waxman; and the Council on Criminal Justice. CCJ remains a close partner on HARP, providing active thought leadership and expertise on criminal justice issues.
