Vikki Wachino

HARP Executive Director

Vikki Wachino has spent her career leading and inspiring organizations that make a difference to people most in need. She is Principal of Viaduct Consulting LLC, where she advises mission-driven healthcare organizations on policy, strategy, and implementation of groundbreaking approaches to advance the health of people and communities. Vikki is also Executive Director of the Health and Reentry Project, an initiative to promote public health and public safety that she launched in February 2022 in partnership with the Council on Criminal Justice and Waxman Strategies.

Vikki served as Deputy Administrator of the Centers for Medicare & Medicaid Services (CMS) from 2015-2017.  Under her leadership at CMS, the U.S. achieved the highest rates of insurance coverage in its history. Vikki also oversaw the development of the first federal regulations establishing mental health parity in Medicaid and CHIP; crafted groundbreaking policies to expand services for people with substance use disorders; revamped Medicaid managed care and access policies and reformed state delivery systems to promote accountable care and population health.

Vikki currently holds Board and Advisory Committee roles with several health care organizations and nonprofits. Her early career included stints at the White House Office of Management and Budget and the Henry J. Kaiser Family Foundation. She has a Master in Public Policy from Harvard University and Bachelor of Arts from Mount Holyoke College.
