Youth crime has fallen dramatically over the past three decades, with juvenile arrests at their lowest level since 1996. Yet serious and highly visible incidents involving large groups of young people are raising legitimate public concern. Responses to these “teen takeover” events require delicate balances between protecting public safety and holding young people accountable while avoiding approaches that research has shown to be ineffective.
