Shoaf began working at the Ohio Office of Criminal Justice Services as a research analyst in 2002 and became Statistical Analysis Center director in 2004. Shoaf has been involved in research, evaluation, and policy related to criminal justice issues such as the intersection of criminal justice, behavioral health, and pre-arrest diversion; illegal and pharmaceutical drug crimes and drug task forces; community-police relations; gun violence reduction initiatives; deaths in custody reporting; and pretrial/bail reform. She is an active member of the Justice Statistics and Research Association and served on its executive committee for several years, including two years as president.
