Jim Seward

Adjutant General, State of West Virginia; Former Director, Veterans Justice Commission

Seward is a former member of CCJ’s Board of Directors and served as director of the Council’s Veterans Justice Commission.

As Adjutant General of the state of West Virginia, Jim Seward is the military chief of staff to the governor and the commanding general of the organized militia. In this role, he oversees the organization, administration, operations, logistics, and training of the West Virginia National Guard.

Prior to his appointment, Seward served as director of the Council on Criminal Justice Veterans Justice Commission. A recipient of the Bronze Star and other military honors, he is a brigadier general in the National Guard and former enlisted combat arms soldier who served in Operation Enduring Freedom in Afghanistan and on the border in Germany.

Previously, as general counsel for South Dakota Republican Gov. Dennis Daugaard, Seward led development of the state’s 2013 criminal justice reforms, as well as historic juvenile system improvements that helped the state cut new commitments to youth facilities by half.
