Andrea Finlay, PhD, is a Research Health Scientist at the Center for Innovation to Implementation at the Veterans Admininstration (VA) Palo Alto Health Care System and an Affiliated Researcher at the National Center on Homelessness Among Veterans, U.S. Department of Veterans Affairs. She is also an Associate Research Professor at the Schar School of Policy and Government, George Mason University.

Finlay has worked for 10 years in the VA identifying and addressing gaps in access, engagement, and quality of health care among justice-involved veterans. She also examines quality and equity in access to substance use disorder treatment among veterans.
