Kathleen O’Toole is a partner at 21CP Solutions, which helps communities design and implement public safety solutions. An attorney and career police officer, she served as Chief of the Seattle Police Department, Commissioner of the Boston Police Department, and Massachusetts Secretary of Public Safety. O’Toole’s career also includes serving as Chief Inspector of the Garda Síochána, the Irish national police service.
