Prior to joining the Council, Bailey managed the college counseling program at the American Farm School in Thessaloniki, Greece. As a student at Claremont McKenna College, where she earned a BA in Government, she served as a project manager at the Rose Institute on State and Local Government, leading an award-winning initiative that examined national crime data between 1986 and 2006.
