Bio: Elaine has been President of JMI since 2010 and part of the JMI team since 2008. She has more than 25 years of experience studying justice systems and is a recognized leader in the application of evidence-based practices to reduce incarceration, criminal justice coordinating councils, weighted caseload studies, and workload assessments in the adjudication process. Prior to joining JMI, Elaine served as the Director of Research and Evaluation at the American Prosecutors Research Institute where she developed and delivered training for prosecutors on a variety of topics including case management, workload assessments, community prosecution, and violence against women.
Bio 2: Her work has been published in numerous peer-reviewed journals including the International Journal of Comparative and Applied Criminal Justice, Victims and Offenders, American Journal of Criminal Justice, and the Forensic Journal of Nursing as well as professional journals and publications including The Court Manager, Future Trends in State Courts, and The Prosecutor magazine. She also co-edited a book published by SUNY Press titled The Changing American Prosecutor and has authored numerous book chapters, monographs, and research reports.
