Holden joined Koch Industries in 1995 and leads the company’s engagement in multiple initiatives seeking to increase the fairness and effectiveness of the criminal justice system. Holden, who once worked as a county jail guard, was a key champion of the FIRST STEP Act and advocates for a broad range of system changes, from “clean slate” expungement legislation to pretrial detention reform, “ban the box” laws, and evidence-based reentry planning.
