A former federal prosecutor, Lee is the Senate’s leading conservative voice for improving the effectiveness of the criminal justice system. He was a key architect and champion of the FIRST STEP Act, a bipartisan bill that eases mandatory minimum sentences for nonviolent drug offenders, makes retroactive reforms that reduced disparities between crack and powder cocaine penalties, requires federal prisons to provide programs proven to reduce recidivism, and expands inmates’ ability to accumulate earned time credits.
