A veteran public affairs strategist whose experience includes working in the Texas House and Senate, Keener was a key architect of the game-changing Right on Crime campaign for the Texas Public Policy Foundation, where he oversaw legislative, research, and communication initiatives. Keener also contributed pivotal support to efforts to pass the First Step Act.
