As Governor between 2015 and 2019, Bevin made improving the effectiveness of Kentucky’s criminal justice system a priority, with a particular focus on reducing barriers to reentry. Under Bevin, Kentucky relaxed rules preventing former offenders from obtaining professional licenses, broadened access to record expungement, passed a “ban the box” bill for state hiring, increased opportunities for offenders to accumulate earned time, expanded job training in prisons, and prohibited the shackling of pregnant inmates during childbirth.
